Ambassador Liu Hongyang Published an Article Titled “An Open China Embracing an Open World”

  On 12 November 2019, Chinese Ambassador to Malawi Liu Hongyang published an article titled “An Open China Embracing an Open World” about the the 2nd China International Import Expo (CIIE) on THE NATION newspaper. The full text is as follows:

  The year 2019 marks the 70th anniversary of the founding of People’s Republic of China, and it is also the "big year" for China’s home economic diplomacy. In April, the 2nd Belt and Road Forum for International Cooperation brought the eyes of the world to Beijing. On November 5th, the 2nd China International Import Expo (CIIE) was launched in Shanghai, which made China the focus of the world once again.

  The CIIE provides an open platform for economic globalization. At the first Belt and Road Forum for International Cooperation in May 2017, Chinese President Xi Jinping announced that China would hold the CIIE every year from 2018, which is the first large-scale national expo on the theme of import in the world, aiming to firmly support trade liberalization and economic globalization and actively open the Chinese market to the world. The first CIIE was successfully held in Shanghai last year, which is a large scale, high level, innovative and effective Expo, has been highly praised and widely acclaimed by the international community, and it is believed that this is China’s practical measure to contribute to the world development.

  The second CIIE, on the bases of the success of the first one, is lager in scale, better in quality and high-end. A total of 64 countries, representatives of political, business and academics from more than 170 countries and regions and international organizations, almost 4,000 companies participated in the function. The Expo is also supported by international organizations such as the World Trade Organization(WTO), the United Nations Development Programme, the UN Food and Agriculture Organization, and the International Trade Center. One year on, the initiatives and steps announced on the first CIIE have been by and large put in place. Seven new pilot free trade zones have been set up in different provinces of China. The Foreign Investment Law will enter into force soon. And major progress has been made in increasing imports, boosting consumption and bringing down the tariff level. In addition, the second Hongqiao International Economic Forum themed “Opening-up and Innovation for Win-Win Cooperation” was also held on the sidelines of the CIIE, which provide a high-level dialogue platform for the international political, business, academic circles to jointly discuss the major frontier issues of the world economy.

  The second CIIE carries on the theme of “New Era, Shared Future” , builds an open platform to promote economic globalization and a open world economy, provides effective channels to all countries for strengthening economic and trade cooperation and the circulation of international commodities, technologies and services. The CIIE is playing a chorus of the world.

  China will adhere to economic globalization to promote world economy development. Economic globalization is an irreversible consequence of global economic development and has greatly facilitated trade, investment, flows of people, and technological advances, and benefited the peoples of all countries. Nowadays, the world economy is facing a number setbacks and challenges. In order to put its own interests first, some country reverses with the world trends and pursues unilateralism and protectionism by withdrawing from international organizations and treaties, decoupling foreign trade relations, and building border walls, which has dealt a heavy blow to the multilateral free trade system. Of the problems confronting the world economy, none can be resolved by a single country alone, it needs the cooperation, innovation and sharing among countries all over the world. The CIIE provides such opportunities which helps the developing countries participate in the global economy on the basis of mutual respect and mutual trust by joining forces in strengthening coordination and cooperation, opposing trade protectionism, enhancing global governance to boost the economic globalization process for the world economy which is more open, inclusive, balanced and beneficial to all. Just as Chinese President Xi Jinping stated at the opening ceremony of the second CIIE, “Economic globalization represents the trend of history. Like the world’s great rivers, the Yangtze, the Nile, the Amazon and the Danube - they all surge forward in relentless flow, and nothing can stop their mighty movement, not the current of undertows or hidden shoals or rocks beneath the water.”

  China will open wider to the world. China is the largest industrial country, the largest trader in goods, and the largest holder of foreign exchange reserves in the world. The excellent development achievements are due to its persistence in reform and opening up. During the 70 years since the founding, China has been the largest trading partner of more than 100 countries in the world. It has signed 17 free trade agreements with 24 countries or regions to carry out international economic cooperation with other countries in the international economic and trade rules system. Especially since the 18th National Congress of the Communist Party of China (CPC), China has been continuously expanding its opening-up and participated in world economic cooperation with a more proactive attitude by successively holding important international economic summit forums such as APEC and G20, proposing the Belt and Road Initiative which has been the largest international cooperation platform in the world supported by more than 160 countries and international organizations so far, and holding the CIIE to strengthen economic and trade cooperation with other countries which provides the world with a broad market and immeasurable opportunities.

  In the future, “China will reach out its arms and offer countries in the world more opportunities of market, investment and growth.” The fourth plenary session of the 19th Central Committee of the CPC held last month, decided to further uphold and improve the socialist system with Chinese characteristics and build a higher level of open economic system. China will firmly support economic globalization and continues to open its door wider to the world, optimize its opening-up structure and improve the business environment. In the next 15 years, China's import of goods and services will exceed $30 trillion and $10 trillion respectively. As President Xi Jinping put it, “the Chinese market is such a big one that you should all come and see what it has to offer.”

  China will continue to assist and boost the world development. China has benefited from the world for its development, and it has been providing the international community with more development opportunities in return. As the main stabilizing force and power source of the world economy, China is creating more opportunities for all countries, especially for the developing countries to share the benefits and experiences of its own development, which lives up to its responsibility as a major country. In recent years, China has been cooperating widely with African countries under the frameworks of Belt and Road Initiative, the Forum on China-Africa Cooperation (FOCAC) and China-Africa Economic and Trade Expo and other platforms. The trade volume between China and Africa has been rising year by year, helping the African countries to improve the level of economic construction. China-Africa trade volume totaled 204.19 billion US dollars in 2018, an increase of 19.7% over the same period of last year, well exceeding the 7.1 percentage points of China’s overall growth rate of foreign trade during the same period. And from January to June 2019, the trade volume between China and Africa reached US$ 101.9 billion, a year-on-year growth of 3%. In the next step, China will work closely with Africa to integrate the frameworks of the Belt and Road Initiative, the AU Agenda 2063, the UN 2030 Agenda for Sustainable Development, and the development programs of African countries by focusing on the implementation of the "eight major initiatives" of the Beijing Summit of the Forum on China-Africa Cooperation to build a closer China-Africa community with a shared future.

  Malawi is a country with great development potential. China is willing to provide more opportunities for development of Malawi. Since the establishment of diplomatic ties, the economic and trade relations of China-Malawi have enjoyed a healthy and stable development, the bilateral cooperation has reached the best period in history with cooperation in various fields deepening continuously. In the past 12 years, China has increased investment in infrastructure, education, medical care, human resources development and etc in Malawi. China has been providing assistance and support to help Malawi strengthen its economic resilience ability which has been widely acknowledged by the Malawi society.

  Looking into the future, China will work together with our Malawian friends to share the development opportunities by continuously strengthening dialogues and exchanges at all levels between our two countries, promoting the implementation of the outcomes and consensus of the leaders of two countries during the Beijing Summit of FOCAC, and enhancing the practical cooperation in the fields of politics, trade, investment, agriculture, tourism, technological innovation, education, medical care and human resources development to help Malawi further participate and integrate into the process of economic globalization process and push the bilateral relations to a new level.
